DR. MYRNA Q. MALLARI is the newly elected President and Chairperson of AACCUP. She brings her valuable experience and exposure in the field of business, finance and administration to her position as the current President of the Tarlac State University and with more than 35 years of service at the University. She is a Certified Public Accountant and a University Professor. She has held a number of key positions at the Tarlac State University such as Vice President for Administration and Finance, Director of Graduate Studies, Dean ofthe College of Business and Accountancy and Chairperson of the Institute of Business Administration.
Her strong leadership and stern management style were established through the various memberships and major positions she held for several organizations. She was President of the National Association of Certified Public Accountants in Education from June 2013-2014. During her term as the President of the Philippine Institute of Certified Public Accountants (PICPA) – Tarlac Chapter in 1996, the chapter has received its first ever major national awards. She was also a Board Member of the National Association of Government Internal Auditors for six (6) years. Pres. Mallari received her Doctor of Business Administration (D.B.A.) degree from the Polytechnic University of the Philippines in 1994 and Master of Public Administration (M.P.A.) at Tarlac State University in 1985. Her Bachelor’s degree in Business Administration - Major in Accounting was obtained from the University of the East in 1979 where she graduated with cum laude honors. She received various awards from Philippine Institute of Certified Public Accountants (PICPA) as Outstanding Certified Public Accountants in Education, Honorary Life Member Award in 2017, Outstanding PICPA Member for Central Luzon in 1999. In her more than just three (3) years as President, the Tarlac State University, the University has been awarded the Integrated Management System which includes the tripartite awards of the ISO 9001:2015 Quality Management System, ISO 14001:2015 Environmental Management System, and OHSAS 18011:2007 Occupational Health and Safety Assessment Series. The Tarlac State University was also Institutionally Accredited by the AACCUP and Top in terms of the number of accredited programs nationwide.
As a University Professor, Pres. Mallari is also a prolific writer and a multi-awarded researcher in her presentations, publications and other related activities. She holds the Alexander Pascual Professional Chair in Business where she studied the Financial Management Practices of Small and Medium Enterprises as Basis for Enhancing Competitive Advantage. Her paper on the Management Strategies of the Small and Medium Enterprises (SMESs) Towards Sustained Profitability garnered the award of Outstanding Research and Presentation in the International Conference for Academic Disciplines International Journal of Arts and Sciences, University of London,United Kingdom on November 8-11, 2016. Her research on the Vice Presidents of Administration of State Universities and Colleges in the Philippines as Basis for Policy Inputs was presented in the 2016 Conference on Interdisciplinary Business and Economics Research, Osaka, Japan on July 7-8, 2016. The research work entitled, “Status, Problems and Prospects of Internal Audit Services of State Universities and Colleges in the Philippines Towards Strengthening Internal Control System” was the Best Paper in the Society of Interdisciplinary Business Research, Kuala Lumpur,Malaysia on February 15-16, 2013. The same outstanding research work was published in the Review of Integrative Business and Economics Research (RIBER) vol.2, no.1. Pres. Mallari presented “The Scholars Profile and Perspective on the Eduardo Cojuangco Project-Flagship to Reach Academic Excellence (ECF Project free): An Analysis” in the SIBR Conference on Interdisciplinary Business and Economics Research, Bangkok, Thailand on June 7-9, 2012. Also in Bangkok, Thailand, the research paper entitled “An Evaluation of the Internal Audit Services of State Universities and Colleges in Region III: Basis for Policy Formulation” was presented during the 4th International Colloquium on Business Management and 3rd International Conference on Business Management and Education on January 24-27, 2011. The “Evaluation of the Internal audit Services of State Universities and Colleges in Region III: Basis for Policy Formulation” was Pres. Mallari’s research which obtained First Place, Best Publishable Paper in the International Conference on Higher Education Research: Utilization, Experience and Discovery on April 28 to May 1, 2012.
Pres. Mallari is an outstanding University President because she is an outstanding Professor, prodigious researcher, ardent community and spiritual leader and much, much more. She is the epitome of the modern Renaissance Woman.
DR. RAUL F. MUYONG is the newly elected Vice-President and Vice-Chairman of AACCUP. Concurrently he serves as the Agency's Training Director for the Visayas. He is the President of Iloilo Science and Technology University (ISAT U). Prior to his appointment as University President, he held various positions in the academe. He rose from the ranks, serving as elementary grades teacher, high school teacher, college instructor, vocational instruction supervisor, department head, and campus administrator. For his stint as Campus Administrator of the former Western Visayas College of Science and Technology (WVCST) - Miagao Campus, he was awarded as Best Performing College Key Official of WVCST System by the Committee on Program on Awards and Incentives for Service Excellence (PRAISE) on December 17, 2004.
A man with dynamism and strong will, he serves as member of the CHED- TPTE Technical Committee for Technology, and Technology and Livelihood Education and the CHED Regional Quality Assessment Team for Teacher Education. A well-travelled person, he is an accreditor of the Asia Pacific Accreditation and Certification Commission (APACC) – Colombo Plan Staff College. He has served AACCUP since 2002 in various roles including as member of the Board of Trustees (2006-2012).
DR. MARIA GLENDA O. DE LARA is Treasurer and member of the Board of Trustees of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc., where she also serves as a Consultant for Institutional and Program Accreditation, and a Senior Accreditor for Level 3 & Level 4 programs of State Universities and Colleges in the Philippines (SUCs). She is also one of the Board of Directors of the United Professionals for the Development and Advancement of Teacher Education (PATEF-UPDATE) Inc., PNU Manila and an active member of different professional organizations.
Dr. De Lara holds the academic rank of Associate Professor and currently serves as a faculty member of the College of Graduate Studies and Teacher Education Research of the Philippine Normal University (PNU-CGSTER). Prior to her appointment to the PNU Graduate School, she served as Director of the Office of Auxiliary Services at the Philippine Normal University, for ten (10) years, from S.Y. 2007 to 2017.
She obtained her Doctor of Education in Educational Management and Masters of Arts in Administration and Supervision from the Technological University of the Philippines. She has written a number of modules and books. She has also served as evaluator of the K-12 curriculum in the field of T.L.E and Nutrition, DepED and is a Program Consultant, Evaluator in the faculty promotion NBC 461 Region 3 and an assessor of the Technical Education Skills Development Authority (TESDA). She then served as consultant for the Ladderized program in Hotel and Restaurant Services (HRS) offered in the Local Government Universities (LGU’s).
Dr. De Lara has presented researches both in national and international conferences and has published in national refereed journal (The Normal Lights). She was awarded as Program Specialist for Hotel and Restaurant Management for crafting the Outcomes-Based Accreditation Survey Instruments (OBQA) utilized by AACCUP for academic accreditation system, in which the research component entitled “The Development and Validation of AACCUP OBQA Accreditation Survey Instrument” was presented during the Asia-Pacific Quality Network, (APQN) Annual Conference in Fiji. Recently she was recognized by AACCUP as the Most Outstanding Accreditor (Rank 1) in the Philippines for the Year 2016.
Dr. De Lara had attended numerous conferences & Trainings the latest of which is the Assessors Preparatory Course conducted by the Philippine Quality Award PQA (Baldrige Performance of the U.S. For Assessing Organizational Performance). She has been serving as Trainor, Lecturer and Facilitator of the capability building trainings for AACCUP accreditors, specifically on the areas concerning Quality Assurance System and in the Licensure Examination for Teachers (LET)
Dr. De Lara is commissioned by SEAMEO VOCTECH as the Country Researcher for the Philippines under the Research Project on FUTURE DEMAND SKILLS IN SOUTH EAST ASIA. To date, she has accomplished her POST-DOCTORATE COURSE in Total Quality Management (TQM) from the Centro Escolar University Manila.
DR. EDUARDO T. BAGTANG is re-elected Auditor and Trustee of AACCUP. He also enjoys a fresh mandate among faculty and staff of the Kalinga State University, after having been re-elected President. Dr. Bagtang also serves as President of the Kalinga Higher Education Institution, an association of the Higher learning institutions in the Province of Kalinga.
He was the President of the Cordillera Administrative Region Association of State Universities and Colleges (CARASUC) from 2011 to 2013. It was during his term as CARASUC President when the amalgamation model for CAR, which is the Amalgamation Accelerated Model, was conceptualized and approved. This model is now being used as reference by CHED and some SUCs.
DR. RICELI C. MENDOZA is a re-elected trustee of AACCUP. This indefatigable lady also serves as AACCUP's Training Director for Mindanao.
She is the Faculty Regent of the University of Southern Mindanao. Her various designations also include: Program Coordinator (MALT- English), Research Coordinator (USM Graduate School), Technical Working Group (GAD - USM), Manager, USM Review Center, ISO Quality Management Representative, Chairperson, (PMG-PBB -USM) and Project Technical Staff (RUS Region 12).
A holder of a Ph. D. in Applied Linguistics from the De La Salle University, she is often invited as part time lecturer in the graduate schools of the University of Southeastern Philippines, Ateneo de Davao University, University of Southern Mindanao and University of Immaculate Conception in Davao City. She has presented papers in the national and international conferences and a multi-awarded faculty researcher.
DR. MANUEL T. CORPUS is the Founding President and Executive Director of AACCUP and concurrently holds the same executive position in the Agency’s umbrella organization, the National Network of Quality Assurance Agencies (NNQAA).
An acknowledged international expert on quality assurance, he has presented numerous papers on this subject, such as that presented at the APQN Conference in Kuala Lumpur, Malaysia, and later at the INQAAHE Conference in Toronto, Canada. In the APQN International Conference and Annual General Meeting on March 8, 2014 attended by fellow internationally-recognized quality assurance experts, he presented his paper on “Implementing the CHED-sponsored Outcomes-Based Quality Assurance”. Dr. Corpus spearheaded the adoption of Institutional Accreditation in the country and today, guides the AACCUP BOT as the Father of Accreditation, in implementing the CHED-sponsored Outcomes-Based Quality Assurance program. He had been a Member of various past CHED Technical Working Groups (TWGs) which could be said to have paved the way for the coming of Outcomes-Based Quality Assurance.
Dr. Corpus also pioneered the introduction of NCC 33 (now NBC 461) the position classification and compensation scheme now enjoyed by the faculty of state universities and colleges in the country.
DR. CECILIO “TOTO” LAPITAN MANARPAAC is a newly elected Member of the AACCUP Board. He hails from Barangay Bayog, Los Banos Laguna. He finished his Basic Education in Los Baños, Laguna and the Diploma in Fishery Technology course at the CHED-Supervised Los Baños College of Fisheries (now Laguna State Polytechnic University-Los Baños Campus) on April 1978 where he taught at the age of 19. He graduated from Cavite College of Fisheries, Bucana, Naic, Cavite with the degree of Bachelor of Science in Fisheries Technology in 1984. He was a co-author of Sining Pangingisda 4, published and circulated by the National Bookstore and had been a regional trainer and resource person in Tech-Voc seminars and conferences in Region IV-A. He was also awarded the Most Active Filipino Participant in the 4th Regional Training on Strategies for Rural Development sponsored by SEARCA, University of the Philippines at Los Baños and Kasetsart University, Bangkok, Thailand in 1984.
He was pursuing his Master of Arts in Education (Administration & Supervision) at Laguna Colleges, San Pablo City when the opportunity for a Faculty Development Program for Fishery Teachers and Instructors was opened by the then Palawan National Agriculture College-Regional Institute of Fishery Technology (PNAC-RIFT), now Western Philippines University (WPU) where he finished his two-year Certificate in Extension Systems Management in 1988. While pursuing the ladderized program leading to Master of Science in Extension Systems Management and prior to his graduation 1990, he met his wife, Dr. Elsa Palao Manarpaac (WPU President). While serving his scholarship back in Los Banos, Laguna he pursued and finished his Doctor in Educational Management (DEM) degree at the Polytechnic University of the Philippines in 2002.
He transferred to the Palawan State University on November 4, 1996, the birthdate of his daughter Breanna Mari. From then on, he assumed posts as Coordinator of Research, Extension, and Literacy Training Service at the College of Teacher Education and the University Literacy Training Services Director. He became campus director of PSU-CCRD Roxas Campus in 1999-2000 and Narra Campus in 2002-2003. He also became the College Secretary and Chairperson of the Graduate Education Program Department before his designation as Director of the University Quality Assurance Center. He became an AACCUP Accreditor in 2013 and now among the Senior Accreditors.
DR. MARIA RHODORA ESTEVES- MALICDEM is a newly elected member of the AACCUP Board. She is an Associate Professor V of Pangasinan State University-Lingayen Campus. Currently, she is the Campus Executive Director of PSU- Bayambang Campus. She was Research Coordinator in PSU-Lingayen from 2008-2012 and Deputy Director for Gender and Development from 2012-2014 and the Program Adviser of Bachelor of Public Administration in PSU-Lingayen Campus, from 2007-2012. She served as the University Director for Curriculum, Instruction and Accreditation from 2014- July 2017. She was also part of the research team for the book “Pangasinan: Pinablin Dalin”, published by the Pangasinan Historical Commission.
Dr. Malicdem, graduated with BA in Social Science major in History and Political Science from the University of the Philippines, Baguio in 1999, Master of Arts in Public Administration in 2006 and Doctor of Public Administration in 2013 from Lyceum Northwestern University in Dagupan City.
PROF. RICKY G. ABALEÑA III is a re-elected trustee of AACCUP. He is Professor III at the West Visayas State University College of Communication. He was recipient of two prestigious international fellowships, the New Zealand Overseas Development Assistance Study Awards at the University of Canterbury in Christchurch, New Zealand and the Study of the United States Institute for Scholars in New Media in Journalism at the University of Florida in Gainesville, Florida, USA. A media man turned academician, he has served for more than 20 years as journalism professor at WVSU College of Communication and has held the following designations: Dean, College of Mass Communications; Director, Communication and International Affairs Office; Public Information Officer, Coordinator Graduate School of Communication, and Division Chair for Journalism, the last two are designation he still holds at present.
He had been appointed to the Board of Trustees of the Asian Congress for Media and Communication (2009 – 2011) and elected to the Board of Directors of the Philippine Association of Communication Educators (2002 - 2004).
DR. HEDELIZA ARCENAL-PINEDA is a Senior Accreditor and a Trustee of AACCUP. She is the University Director for Quality Assurance for AACCUP at Cebu Technological University. She was awarded as Outstanding Faculty by the Committee on Program on Awards and Incentives for Service Excellence (PRAISE) on December 21, 2016. Recently she is the Regional P.R.O. for Region 7, State Universities and Colleges Teacher Educators Association, Inc. (SUCTEA). She is presently teaching at the College of Arts and Sciences (CAS) and the Graduate School of the Cebu Technological University - Main Campus. She is currently the Associate Dean for the Sciences of CAS in concurrent capacity as the Chair of the Department of Pure Sciences.
Dr. Pineda finished her Bachelor of Science in Chemical Engineering at the University of San Jose-Recoletos and her Master of Arts in Science Teaching major in Chemistry at the University of San Carlos. She obtained her Bachelor of Secondary Education major in Mathematics, Diploma in Special Education and Doctor of Philosophy in Technology Management degrees at the then Cebu State College of Science and Technology – Main Campus, now Cebu Technological University
DR. ROLANDO F. HECHANOVA is a newly elected Member of the AACCUP Board of Trustees. He is the President of Sultan Kudarant State University with a degree in BS Aricultural Engineering major in Soil and Water Conservation Engineering from Mindanao Institute of Technology (now University of Southern Mindanao). He took up his Masters in Agricultural Engineering major in Soil and Water conservation Engineering minor in Statistics and his Ph. D. in Soil Physics cognates: Statistics and Agricultural Meteorology at the University of the Philippines Los Baños as a scholar of PCARRD, PASUC and ADB-IIMI respectively.
He started his career in the academe at Isabela State University as Dean of the College of Engineering and subsequently as Dean of Graduate Studies. He transferred to Sultan Kudarat Polytechnic State College (SKPSC) now Sultan Kudarat State University (SKSU) in 1998. At SKSU, he was designated as Vice President for Finance and Administration, Vice President for Academic Affairs, and Vice President of Research, Development and Extension.
As a result of his exemplary track record, he was cited for several awards. To name a few, he was hailed as Most Outstanding Alumni of the University of Southern Mindanao (USM). Likewise, he received a Plaque of Recognition as an outstanding scholar of PCARRD, and was also recognized by Philippine Society of Agricultural Engineers for his invaluable contribution in the advancement of the agricultural engineering profession. He is now a member of the Board of Trustees of AACCUP.
